In India, nearly 5.8 million people (WHO report, 2015) die from NCDs (heart and lung diseases, stroke, cancer and diabetes) every year or in other words 1 in 4 Indians has a risk of dying from an NCD before they reach the age of 70. The Ministry of Health and Family Welfare (MOHFW),

Government of India (GOI) has published a report called "India: Health of the Nation's States" that shows an increase in the contribution of NCDs from 30% of the total 'disability-adjusted life years' (DALYs) in 1990 to 55% in 2016 and also an increase in the percentage of deaths caused by NCDs (among all deaths) from 37% in 1990 to 61% in 2016.

In India FOPL was first recommended in 2014 by an expert committee constituted by Food Safety and Standards Authority of India (FSSAI) in 2013. After years of consultations, in May 2018, FSSAI published a draft Food Safety and Standards (Labelling and Display) Regulations, 2018. In 2019, FSSAI issued draft notification Food Safety Standards (Labelling and Display), Regulations, 2019. In 2019 December, FSSAI delinked FOPL from general labelling regulations. However, the country is yet to bring in some regulation regarding FOPL, though some active discussions are happening over time.


Warning label mandatory FOPL based on the WHO SEARO model should be adopted in India, since this model is consistent with international advice on preventing chronic diseases and is a system that clearly defines critical nutrient contents.
